（吉隆坡9日讯）星辰建筑（FAJAR，7047，主板建筑股）获大马机场（AIRPORT，5014，主板贸服股）延长飞机停靠导航系统营运和维修合约一年，总值551万610令吉。

该公司今日向交易所报备，独资子公司Fajarbaru Builder私人有限公司，获得大马机场子公司大马机场（雪邦）私人有限公司延长合约的通知书。

根据该公司的文告，原本合约的服务范围不变，但合约期限，延长一年，从5月1日起至明年4月30日。

该公司是在2014年4月29日，获得价值1374万3159令吉的合约，为第二吉隆坡国际机场（KLIA2）的飞机停靠导航系统，提供营运和维修服务。

合约延期预计对今明财年的盈利和净资产有正面贡献。【e南洋】

中铁星辰Smart Crest签备忘录．共发展柔亚洲石油中心

（中国．北京12日讯）中国中铁东方国际集团（CREC）、Smart Crest私人有限公司以及星辰建设有限公司（Fajarbaru）今日签署三方谅解备忘录，共同发展位于柔佛丹绒柏勒巴斯港口的亚洲石油中心项目。

交通部长兼马华总会长拿督斯里廖中莱今日为备忘录签约仪式主持见证后表示，这项合作将能提升大马的石油出产量，使我国成为新加坡之后，东南亚的另一个重点石油出产中心。

他说：“新加坡在推动石油项目方面做得非常成功，新加坡虽然没有油田，但却有优良的设备，所以石油出产量也多于大马10倍。”

廖中莱相信，一旦我国的石油出产设备获提升，大马将能与新加坡并肩成为亚洲的石油中心。

他认为，新加坡的石油出产已经接近饱和点，反观大马则还有很大的发展潜能和空间，因此预料本次项目完成后，马新的石油出产将不会出现竞争的情况。

投资总额17.3亿

另外，Smart Crest私人有限公司首席执行员拿督林锃谦则透露，本次的合作项目投资总额高达4亿美元（约17.38亿令吉），发展工程预计在今年第3季度展开，并放眼在18至24个月内完成。

林锃谦形容，Smart Crest将在本次项目中扮演分装（brea kbulk）的角色，负责运营原油转运到其他国家。

他指出，尽管中铁公司的大马城计划在近期告吹，但由于这个项目属于私人领域发展项目，因此预料不会受到大马城计划取消的影响。

林锃谦补充，Smart Crest计划发展这个项目已经有很长的一段时间，但由于申请过程琐碎，因此必须在项目确定前尽量保持低调，直到所有筹备计划完成后才对外做出正式宣布。

中铁东方国际建设分公司副总经理孙航表示，由于东南亚拥有最繁忙的海运港口城市，但现有的基础设施却满足不了船只所需要的油、水和食品等补给需求，是中铁决定投资这个项目的主要原因。

出席本次签约的嘉宾还包括首相署部长兼马华署理总会长拿督斯里魏家祥、中铁东方国际集团总经理蔡泽民、Smart crest董事拿督谢声照以及星辰建筑有限公司董事兼首席营运员杜中福和马华总财政丹斯里关炳顺等人。

星辰建築第3季淨利漲6.8倍

（吉隆坡30日訊）澳洲的房產發展業務作出首次貢獻，帶動星辰建築（FAJAR，7047，主要板建築）截至3月底第3季淨利大漲675%，從286萬令吉攀升至2220萬令吉。

該公司在澳洲墨爾本的GardenHill工程，錄得1億3800萬令吉營業額，占發展總值約57.7%，帶動同期營業額按年起110.8%，達1億9890萬令吉。

此外，星辰建築首9個月淨利從1394萬令吉，倍增至2877萬令吉；營業額微增至3億2345萬令吉。【中国报财经】

鐵道工程競標在即 星辰建築穩陣腳佔先機

（吉隆坡5日訊）全國大選近在眉睫，政府料釋出大型基建工程提振士氣，一系列鐵道工程更加會是建築業重頭戲，星辰建築（FAJAR，7047，主要板建築）整裝待發，料可在競標中成功突圍。

處在鐵道工程“當紅”年代，星辰建築執行董事關健龍接受專訪時指出，下半年開始，鐵道工程會陸續公開招標，由于剛完成數項鐵道工程，該公司在爭取合約將具絕佳優勢。

該公司不久前完成芙蓉至新山雙軌火車計劃，及輕快鐵安邦及格拉那再也延長線計劃下頒發的工程。

他直言，對接下來將公開招標的東海岸鐵道計劃（ECRL）、第2階段巴生谷雙軌火車計劃至隆新高鐵（HSR）很有興趣，會參與競標且不會放過承接大型鐵道工程的機會。

新收入來源

“公司非常認真看待鐵道業務，甚至投資5000萬令吉引進大型養路機，從發展至維修工程皆游刃有余，放眼成為投資者眼中可靠且信譽佳的全方位鐵道業者。”

目前，該公司共參與競標總值40億令吉的工程，包括陸續宣布合約的第3輕快鐵計劃；持有訂單額則是4億令吉。

星辰建築日前投資5000萬令吉向中國進口大型養路機，將用在去年5月獲頒總值2.59億令吉的的大馬東海岸鐵道改造修復工程，目前養路機已抵該公司位于彭亨州立卑的工地。

關健龍指出，這項投資不僅適用于現有工程，未來也可用以修復國內其他鐵道，屆時將成為新收入來源。

下半年或陸續推出的鐵道工程包括總值550億令吉的東海岸鐵道計劃、280億令吉至300億令吉的巴生谷捷運計劃第2階段、500億令吉至660億令吉的隆新高鐵、總值90億令吉的第3輕快鐵計劃。

澳房產計劃收成
業績有望數連跳

建築業務獲鐵道合約支撐，加上澳洲房地產計劃終收成，星辰建築本財年下半年業績料數連跳！

截至本財年次季，儘管建築業景氣欠佳，房地產業務未能趕上，星辰建築上半財年主要收入仍來自建築業務，佔營業額60%，余下則來自伐木業務；不過後者貢獻約80%獲利。

關健龍指出，隨著澳洲房產計劃售罄，獲利將進賬至本財年第3季及末季，故本財年前景可謂相當亮眼；該公司于5月底公布第3季財報，淨利大漲675%，從286萬令吉攀升至2220萬令吉。

“未來希望能達到3大業務（建築、伐木及房地產發展）鼎立，貢獻比重相當的境界。”

截至2016年12月底，建築業景氣不佳影響收入，星辰建築本財年次季營業額按年減47%至6149萬令吉，淨利則按年減74%至218萬令吉；上半財年營業額按年減45%至1億2456萬令吉，淨利按年跌41%至657萬令吉。

穩紮穩打戰低迷房市

以適當產品及價格定位，星辰建築以穩扎穩打策略，迎戰房地產低迷景氣。

關健龍受訪時指出，儘管房地產市場一片低迷，但不難發現好的地點配上適當的價格，房地產項目還是能夠熱賣。

“以公司旗下位于冼都的房產計劃為例，地理位置佳、適當的價格及產品定位，即使未正式推出，也已售出62%。”

目前持有150畝土地的星辰建築，亦放眼繼續拓展地厙，關健龍指出，主要還是希望收購位于巴生谷及中馬一帶土地，但只要有適合土地，也會考慮收購。

海外計劃方面，繼澳洲墨爾本Gardenhill計劃售罄，另一項目Paragon計劃也開始出售，同時在中國及吉隆坡推出，銷售反應不俗，一個週末售出90%單位，預計也將貢獻至本財年。【中国报财经】

（吉隆坡16日讯）星辰建筑（Fajarbaru Builder Group Bhd）从国油贸易（Petronas Dagangan Bhd）的手中包揽一项价值1280万令吉的合约，负责在吉隆坡第二国际机场（klia2）打造地下管线基础。

这家建筑集团表示，独资子公司Fajarbaru Builder私人有限公司获颁上述合约，为国油贸易子公司--吉隆坡航空供油系统私人有限公司（Kuala Lumpur Aviation Fuelling System）的第二期Jet-A1地下管线基础及相关工程，负责工程、采购、建设和调试工作。

星辰建筑今日向大马交易所发文告报备，这项合约即日开始算起，为期34周。

“该合约料将为本集团截至2018年6月30日止的财政年盈利和净资产，带来进账。”

此为星辰建筑今年获颁的第三项合约。该集团5月标得一项价值2952万令吉的装修工程，为吉隆坡国际机场（KLIA）第一航空货运终站的一部分地区进行装修；另一项为价值551万令吉的续约合约，负责在klia2运行和维修目视停靠导引系统。

星辰建筑向交易所报备，独资子公司Fajarbaru Builder私人有限公司，从TYL置地与发展私人有限公司获颁一项总值1亿130万令吉合约。

根据合约，该公司将为位于士毛月的一项商业发展项目，进行剩余建筑工程及相关外部工程。

该项合约为期27个月，即日起生效。

与此同时，该公司也获颁另一项合约，价值70万5000令吉，为期120天，从8月1日至11月28日。

未入账建筑工程启动
星辰冀营收连2年涨20%

（吉隆坡3日讯）因建筑业务带动，星辰建筑（FAJAR，7047，主板建筑股）已于6月底结束的2017财年营业额料增10至20%，该执行董事关健龙寄望下财年再接再厉，再扬20%。

关健龙解释，2016财年，因很多建筑项目完成后没有新的工程，所以建筑业务的营业额贡献较少。

“我们有很多未入账的工程已经开始进行，因此今年开始，建筑业务的贡献将会飞速增长。”

他点出，现在公司有60%的营业额来自于建筑业务，而产业和伐木业务则各占20%。

“伐木业务现每年稳定贡献公司1.2亿至1.5亿令吉的营业额；而产业业务，我们预计今天推介的Rica Residences将可在明年开始贡献收入。”

竞标50亿项目

关健龙今日出席公司在冼都的产业项目——Rica Residences推介礼后，对媒体发表上述言论。

今日其他出席者包括星辰建筑主席拿督刘景国和联邦直辖区部长拿督斯里东姑安南。

另一方面，关健龙透露，星辰建筑正在竞标的项目总值达50亿令吉，其中大部分与基建工程有关。

“我们希望在年底前，成功赢得其中的20%。”

此外，他指出，公司现在手握总值6亿令吉的订单，将可贡献未来2年半的营业额。

“其中产业业务的订单占30%，而建筑业务占了70%。”

星辰建筑今日推介的Rica Residences认购率已达70%，刘景国放眼今年底前再取得15%的认购率。

询及在目前低迷的房市推出项目是否合适？他指出，该公司不会选择时机来推出产业项目，因为房市场的需求一直都在。

“无论经济多差，市场上总会有人要买房，总会有人新婚组织家庭，总会有人想要买房自住。”

他也点出，比较同区其他房产项目，Rica Residence平均价每平方尺678令吉，价格非常合理。

明年蒲种推新项目

“我不认为这是可负担房屋，但在这四通八达的地点，我们的售价合理。”

他预计，该项的收入，将反映在明年6月截止的财报内。

另外，关健龙点出，该公司现持有140英亩地皮，位于蒲种、马六甲和波德申。

他透露：“我们明年将在蒲种推介房产项目，发展总值将达5亿至6亿令吉，售价将介于60万至65万令吉之间。”【e南洋】

新轨道机械加强竞争力
星辰建筑瞄准铁路工程

（瓜拉立卑17日讯）星辰建筑（FAJAR，7047，主板建筑股）指出，从中国订购的修复轨道机械可增加承接更多合约的实力，有信心从轻快铁第三路线（LRT3）和其他铁路项目合约中出线。

执行董事关健龙今日在接收轨道机械的仪式上向媒体指出，公司计划竞标铁路项目，凭借公司的背景和发展记录，有信心可成功突围。

“我们正在竞标LRT3工程，我们绝对锁定在伴随着铁路相关工作巨大开支而衍生的维护合约所带来的庞大潜力。”

他点出，过去数个月铁路相关基础项目激增，其中最长的是688公里的ECRL，这些都是潜在项目。

“我们正在竞标LRT3的5个配套工程，并锁定在铁路相关工程未来的维护合约。”

关健龙指出，该公司所订购的轨道机械的使用期限长达20年，在目前的彭亨项目完成后，也可用于其他项目。

少数私企自拥机械

通过拥有这些机械，星辰建筑成为拥有这类设备的少数私人企业之一，在未来竞标轨道相关的新建筑或维修工程上，更具显著竞争优势。

星辰建筑今日在交通部长拿督斯里廖中莱的见证下，从江苏金创车辆有限公司和湖北金鹰重工有限公司的手中，接获用于修复铁路工程轨道的机械。

出席者包括主席拿督刘景国、营运总监杜中福、财务董事段定立、马来亚铁道公司项目管理部门总经理马祖阿都拉曼丁、交通部副秘书长拿督蔡国清、湖北金鹰重工销售董事蔡克容，以及江苏金创总执行长戈建鸣。

彭亨项目年贡献1亿

这些机械目前已抵达该公司位于彭亨瓜拉立卑的工地，包括用于运输建材和镇流器的调车机车、道渣车、起重机车、道床清扫机、整碴车、捣固机、开关器，以及动态稳定器，总值约5000万令吉。

新机械将用于去年5月获交通部颁发总值2.59亿令吉的合约，为彭亨文德甲前往关丹话望生火车站之间的铁路轨道，负责有关基面修复、更换道渣和相关工作。

关健龙放眼，这项3年期合约，在第二和第三年，每年贡献超过1亿令吉营业额，并贡献5至8%的净利赚幅。

截至第三季，星辰建筑的建筑、产业和伐木业务，各占30%、40%和30%营业额贡献。

锁定马来亚铁道维护合约

关建龙指出，我国的铁路轨道全长超过2200公里，其中马来亚铁道公司持有80%，因此，星辰建筑冀望能与后者保持紧密的合作关系，锁定未来的维护相关合约。

“过去5年，高达500亿令吉投入铁路相关基建项目，未来5年，我国将进一步至少投资800亿令吉。”

他希望，通过这些新机械，与马来亚铁道公司利用彼此的专长和协同能力，取得未来的铁路维护合约。

廖中莱盼本地制造机械

对于星辰建筑今日从中国接获铁路修复机械，廖中莱感到欣慰，因较少私人机构拥有这些机械。

他也点出，过去马来亚铁路公司是西马运载乘客和货运火车的关键，现在，该公司可以与星辰建筑或其他私人机构，携手为现有铁路提供高级维修工程，以确保运程安全。

另外，由于大部分公司的机械都是从外国引进，他希望未来我国也能有该技术能力制造出机械。

由交通部颁发给星辰建筑的B配套工程，是属于金马士（Gemas）至道北（Tumpat）铁路项目之一，涵盖3个配套，预计2020年完成。

廖中莱指出，一旦这项铁路项目完成，火车的行驶速度将可达每小时90公里，更好地为人民服务，尤其是东海岸。

“我国的铁路网络正在与即将来临的大型铁路项目形成一个激动人心的时刻，预计铁路服务需求，将继续呈上升趋势，乘客在不久的未来可见到完整和无缝的公共交通网络。”

本土公司参与兴趣浓

廖中莱指出，铁路发展贡献经济长期持续增长，是政府优先关注的领域，欢迎私人营运商前来参与铁路项目，目前已有不少本地公司表现参与兴趣，并正与首相洽谈，会在稍后公布筛选名单。

他指出，铁路发展是为了确保全国各地具备更好的连通和流动，政府过去推出数项基建项目，包括捷运第一和第二路线（MRT1&2）、隆新高铁、东海岸铁道计划（ECRL），以及轻快铁第三路线（LRT3）。

他点出，MRT2和MRT3分别在2022年和2027年完工；隆新高铁和ECRL各在2026年和2024年；LRT3则在2020年。

“我们计划在东马，沙巴和砂拉越，推出更多铁路项目。”

随着铁路领域蓬勃发展，他也鼓励更多私人机构参与，使用铁路资产机构（RAC）的资产，减少罗里货运货物，以避免车祸、空气污染等情况发生。

“物流领域中，目前90%是罗里，仅10%是铁路线，希望可以改善至各占50%。”

他也说，目前仅有马来亚铁路公司和国家基建公司是铁路营运商。

“马来亚铁路公司也欢迎其他营运商加入，他们本身就具备竞争能力，不需担心竞争。”

他举例，像韩国和日本，他们也有很多的营运商共同营运铁路线，因此鼓励我国仿效。【e南洋】

星辰建筑末季赚1002万

（吉隆坡24日讯）星辰建筑（FAJAR，7047，主板建筑股）截至6月30日末季，净赚1002万2000令吉；营业额扬24.8%，报1亿2986万7000令吉。

累计全年，净利激增2.6倍至3879万1000令吉；营业额起6.9%，报4亿5332万令吉。

星辰建筑向交易所报备，营业额和税前盈利双双走高，主要的贡献者是产业发展、伐木与木材贸易业务，归功于当季木材价格和需求走高。

另一方面，建筑业务的营业额则下挫，因新获颁的项目仍处于初期阶段，故建筑活动较少。

该公司表示，将继续探索更多商机，并借助于自身的优势，从现有的业务及新业务创造持续收入。【e南洋】

7月至今，星辰建筑（FAJAR，7047，主板建筑股）已取得1亿200万令吉新增订单。

相比之下，截至6月杪2017财年全年只取得6900万令吉新合约。

目前，该公司正竞标30亿令吉合约，主要是铁道基础建设。

行家建议

亏损2个财年后，建筑业务应该会在2018财年转盈。

我们相信，星辰建筑会崛起成为大规模铁道工程的主要竞争者，尤其是轻快铁第三路线高架桥和车站，以及金马士双轨项目。

此外，火车资产机构正简化铁道资产，星辰建筑未来可能竞标维修合约。

预计该公司在2018财年新增订单达6亿令吉，2019及2020财年则是各7亿令吉，且这3年的每股净利年均复增为12%。

这代表，2018财年内，还会取得4亿9800万令吉新合约。

至于木材业务，2018财年盈利料与上财年相似，但2019财年将稍跌至7800万令吉，因为首个特许经营权会在2019年5月期满。

有望获数合约　星辰明年靠建筑业务

（吉隆坡5日讯）星辰建筑（FAJAR，7047，主板建筑股）乐观看待该公司2018財政年（6月30日结账）可获颁数项建筑合约，並指出，建筑业务將是左右现財政年盈利表现的关键。

星辰建筑刚公佈的2018財政年首季（截至9月30日止）净利按年增加15.70%，至508万令吉；营业额为1亿1725万令吉，按年上升85.92%。惟，以该公司首季净利仅佔2017財政年全年净利3879万令吉的13.09%来看，不免让人担心其现財政年是否能延续涨势。

3大业务持续向好

对此，星辰建筑独立非执行主席拿督刘景国日前出席股东大会后，向《东方財经》指出，该公司3大业务表现持续向好，当中，伐木业务预期继续为公司带来优渥的营收贡献。

他续称，虽然產业市场如今变化莫测，但澳洲Gardenhill豪华公寓项目和本地冼都Rica Residence房屋项目，將陆续在2018財政年次季，及下半年开始作出贡献，进而拉动旗下產业业务营收。

「至于建筑领域，將主宰星辰建筑2018財政年盈利走向。目前，我们共竞標20亿令吉的合约，当中，有一项合约已进入最后洽谈阶段，相信会在未来数个月为股东捎来好消息。」

此外，星辰建筑手持订单总值为5亿令吉，而日前获颁的金马士至话望生火车铁路维修工程合约，將在未来3年为企业带来盈利。

针对明年大选带来潜在政局波动，对星辰建筑的影响，刘氏认为，政府在敲定一项基建项目时已预先拨款，所以政局改变不会引发违约问题，因此，不会衝击其营运。【东方网财经】

（吉隆坡12日讯）星辰建筑（FAJAR，7047，主板建筑股）获得大马邮政（POS，4634，主板贸服股）2204万8000令吉合约，扩建吉隆坡国际机场（KLIA）综合包裹分类中心。

该公司今日向交易所报备，独资子公司Fajarbaru Builder私人有限公司与大马邮政签署翻新与装备工程合约。

合约为期8个月，从接获开工通知起计算。
