使用旧式生产机器 少数厂商受限制令冲击

吉隆坡20日讯-亚太工业（APLI，5479，主板工业产品股）一名发言人指出，这项限制令将对高蛋白质手套生产商带来冲击，他们一般上使用旧式的生产机器。

他认为，这项限制令对大马天然乳胶手套出口领域，不会带来显著冲击，因为采用旧式机器的工厂产量，占整体产量的极少部分。

以旧式机器生产乳胶手套的厂商偏布国内各地，数目也超越采用新式机器的厂商，但以大马乳胶手套总产量而言，还是后者占了大部分。

询及这项限令对高蛋白质乳胶手套生产商造成的损失时，他表示不清楚，胥视业者的生产线规模、产量多寡、机器使用年份而定。


提升大马国际形象

无论如何，他认为，这项限制令有利无弊，对大马天然乳胶在国际市场的形象，有更进一步的提升，但不会明显提升出口量。

他说，亚太工业的天然乳胶手套已达到国际水准需求，旧款的生产机器经过改良后，转为生产无粉手套。

他说，限制高蛋白质乳胶手套出口的建议，已讨论年却没有实行，现在正式下令限制，但效果如何，胥视执法单位如何执行这项限制令。

他说，皮肤敏感者使用高蛋白质乳胶手套后，将出现手臂和手掌敏感的问题，因此被认为是品质欠佳的乳胶手套产品，1对天然乳胶手套有整千种蛋白质含量，但只有6至7种会引起敏感问题。

他说，世界各国对天然乳胶手套蛋白质含量，制定不同的指南或规定，业者一般上是根据进口国的指南，而生产不同蛋白质含量的乳胶手套。


医药手套要求严格

他说，不同用途的乳胶手套蛋白质含量也不同，一般上医药用途手套对蛋白质含量的要求最严格，家用手套的标准则比较宽松。

他说，尽管美国联邦药物管理局（FDA）的一项指南，进入美国的天然乳胶手套蛋白质含量，不能超出200微毫克，但由于不是限制令或禁令，超出该蛋白质含量的乳胶手套依然进入美国。

他说，全球的3大天然乳胶手套生产国，大马是首个实施限制令的国家，泰国和印尼仍未作出相同措施。

对呀，橡胶汁里应该是含有蛋白质，如果橡胶手套的蛋白质含量高的话，那就叫高蛋白质手套。

可以去google网站自己search一下。找到LGM（Lembaga Getah Malaysia）和SMG（Standard Malaysian Glove）的网站，你就可以得到更多的资料。

针对你提出的问题，请看一下LGM的研究报告的一小段：－

Does powder in gloves enhance the allergy reaction ?
Powder is used in the manufacturing of gloves to facilitate easy donning as well as to prevent the glove surfaces from sticking together. The cornstarch powder used is, by itself, not an allergen. However, it is believed that powder could absorb some of the extractable proteins from gloves, becomes airborne, and inhalation of the aerosolized powder could cause sensitization. However, this mode of sensitization is a subject of debate.

It is often found that powder-free gloves have much lower extractable protein levels because of the manufacturing processes used in the production. In response to the increasing market demand for powder-free gloves, Malaysia has taken steps to increase production of these gloves as announced by the Malaysian Rubber Glove Manufacturers= Association (MARGMA)24 that two-thirds of its members, that account for 60% of the the country=s glove production, will be converting their powdered gloves to powder-free in the near future.

Nevertheless, it may be interesting to note that absorption of allergenic proteins by powder from gloves can only be viewed as serious if the gloves concerned have high EP contents. Absorption should be insignificant if the gloves are of low EP contents.

EP＝Extractable Protein

SMG对Extractable Protein的specification要求是：－
Powdered Glove       200 micro gram
Powder－free Glove    50 micro gram
LGM对出口手套里Extractable Protein的限制是不超过400 micro gram。

SMG还有很多的specification要求，有一些公司已经符合所有SMG Certification Scheme的要求，其中有Topglov和Supermax。但我没有看到Apli、Kossan等公司的名字在list里面。不知道是不是那个list很久没有更新了。

Pending disposal of the case, SGM has made an application for injunction to prevent TG from passing off their dispenser boxes as SGM's dispenser boxes.
At the hearing of the application for the injunction on 20 March 2002, TG though without admission of liability (which will be decided at the full trial), consented to the following orders of the Court : -
a) TG undertakes not to manufacture or sell gloves under the brand name "SAFEMAX" packaged in boxes as depicted in Exhibit TKS-1 of the Affidavit of Thai Kim Sim affirmed on 31 October 2000 filed in support of SGM's application for injunction.
b) TG undertakes not to reproduce on any packaging material produced by TG any registration number or any other identification number belonging to SGM in respect of any certificate of quality and/or accreditation.
c) TG undertakes to deliver to SGM all the unused infringed dispenser boxes in their custody.
The court has fixed the hearing for pre-trial case management on 14 April 2003 for the parties to attend court for direction in preparation for trial. The above matter has been adjourned to 20 October 2003 for further case management. The case management on 20 October 2003 has been fixed for further case management on 6 July 2004 for parties to file in the Common Agreed Bundle of Documents and the Statements of Issues to be Tried.
