如果要问过秘书长，就不是授权了，所以你的话自相矛盾！

仲裁官名字是在nomination list上, 沒有菲國等先找他們
他們不會自己跳出來.
菲國等用list來找他們, 本來就犯了偷盜罪.

要分清楚，用list的是party和president，用仲裁官的是仲裁庭。
