The circular is called ECM9 and it has a section that says: "A resident individual with domestic ringgit credit facilities is allowed to convert ringgit into foreign currency up to RM1 million per calendar year for investment in foreign currency assets."
所以只要用malaysia Bank convert 成USD，就可以了。

Can a *resident buy and sell foreign currency against another foreign currency for any purpose?
Yes. With this liberalisation, a resident is allowed to buy and sell foreign currency against another foreign currency for any purpose including for trading. However, such transactions shall only be undertaken with a licensed onshore bank.
* Resident means- A citizen of Malaysia, excluding a citizen who has obtained permanent resident status in country or territory outside Malaysia and is residing outside Malaysia;  A body corporate incorporated or established, or registered with or approved by any authority in Malaysia;

上面是说如果有别国的PR可以在别国交易吗？
比如新加坡，外汇交易是合法的- e.g Kim Eng（maybank），OANDA，GFT(Not GVF)受新加坡金融管理局MAS管制。

好像是说新国的PR如果人在在新国交易就没犯法，但回来马来西亚继续交易就犯法了？

除非有contract agreement, 保证会因为达不倒3倍回酬 ， 就做出有关赔偿。不然，就是骗子。要不然，为什么可以说出保证，而不敢 sign contract?

当有人跟你说 “保证” 的时候，就是神棍。

根据BNM查证，
通过条例一，我们可以通过本地银行，直接转账且转换马币成外币用作投资用途。限制是每年RM1million.
至于网上保证金外汇交易，是属于投资吗，我想是的，因为它不是真正的外汇兑换。
网上保证金外汇交易，Option,股票，Fund，房地产，这些都是投资类。BNM说，要小心罢了，自己承担风险，BNM不会负责。

条列二，旨在说明，任何外汇交易是要通过银行或合法兑换商。（实际的金钱）
而那位犯法的人，应该是收取了别人的钱，然后转钱之类的。（如local deposit）
所以只要有收取别人的马币然后帮忙转美金，就要特别小心，是犯法的。因为你已经成为非法兑换商。

条例三，黄金和外汇的广告是非法的。所以，什么讲座，有关于投资外汇，黄金的最好特别小心。
最近马哈迪，推介一间黄金投资公司，他说现在投资黄金最好了！！他犯法了吗？？

就因为外汇不用抽税所以马来西亚一定会kacau你~我们在外国投资，亏了马来西亚有一个条规是写着一律不负责任。

现在你赚钱看到你钱多了，他们自然就会找上门。

所以在外汇投资的所赚到钱的trader多数会在外国开户口，那马来西亚政府就kacau不到你了。

小弟老婆是律师，很了解法律，只要抓着几个point来打，更本就不怕。

这个新闻很有问题，等小弟老婆出国回来了让他看看
