    维也纳3月18日电（记者） -国际石油价格保持在适当水平将确保今后的供应维持市场稳定，阿卜杜拉萨利姆萨尔瓦多巴德里，秘书长石油输出国组织（欧佩克）表示，今天在这里。第四欧佩克处理国际研讨会，萨尔瓦多巴德里表示，根据预测，欧佩克秘书处和其他国际能源研究机构，全球能源需求将达到百分之五十，到2030年，原油仍将占据统治地位的国际能源市场。为此，至关重要的是保持持续，稳定的原油供应，和一项措施应保持吸引力的行业的投资，他说。萨尔瓦多巴德里指出，目前国际石油价格低是不够的，进一步增强投资和发展的行业，从而导致延误，甚至取消一些投资项目，这将直接影响到工业的稳定供应在未来。他说，长期稳定发展的能源产业需要一个长远的眼光。增加投资，加强人力资源开发和研发投入的先决条件扩大生产，从而节省了成本，提高效益，从而确保世界能源的稳定。他再次强调说，石油价格暴涨，国际原油市场去年并不是因为供应短缺，而是投机。萨尔瓦多巴德里还敦促所有有关各方以史为鉴打击正在进行的经济危机。他说，优先的经济复苏是加强管理和控制银行系统的金融投机。
为期两天的讨论会，主题是“石油：未来的稳定和可持续发展” ，上周三开始，并已吸引了约700名代表，其中包括能源部长，高级管理人员的石油企业，国际组织的领导人，以及著名专家在外地。

OPEC stresses maintaining oil prices at appropriate level

VIENNA, March 18 (Xinhua) -- Maintaining international oil prices at an appropriate level will ensure future supply stability in the market, Abdalla Salem El-Badri, Secretary-General of the Organization of Petroleum Exporting Countries (OPEC), said here on Wednesday.     

Addressing the fourth OPEC International Seminar, El-Badri said according to forecasts of the OPEC Secretariat and other international energy research institutes, global energy demand will soar by 50 percent by 2030, and crude oil will still dominate the international energy market.     

To this end, it is of vital importance to maintain the sustainable and stable supply of crude oil, and one measure should be to retain the attraction of the industry to investments, he said.     

El-Badri pointed out, however, the current low international oil prices was not enough to boost further investment and development in the industry, resulting in delays or even cancellation of some investment projects, which will directly influence the industry's stability of supply in the future.     

He said long-term stable development of the energy industry requires a long-term vision. Increasing investment, enhancing human resources development and R&D inputs are prerequisites for expanding production, saving costs and improving benefits so as to ensure world energy stability.     

He stressed again that the soaring oil prices in the international crude oil market last year were not due to the shortage of supply, but speculation.     

El-Badri also urged all concerned parties to draw lessons from history in combating the ongoing economic crisis.     

He said the priority for an economic recovery is to strengthen the management of the banking systems and control of financial speculation.


The two-day seminar, with the theme "Petroleum: Future Stability and Sustainability", started on Wednesday and has attracted some 700 delegates, including energy ministers, high-ranking executives of oil companies, leaders of international organizations, as well as leading experts in the field.

汶马关系进入“新纪元”

　汶莱苏丹哈桑纳尔·博尔基亚与正在文莱进行为期2天访问的马来西亚总理巴达维在哈桑纳尔的王宫里签署了协议，其中包括两国领海边界合作勘探、开发有争议海域石油、天然气资源以及陆上边界等内容。

　　文莱位于全世界第三大岛婆罗洲岛西北部，在马来西亚东部沙捞越州和沙巴州之间。而这两个州的近海拥有丰富的石油和天然气资源。

　　两国自1995年开始协商沙捞越州北部富产林木的林邦地区的主权问题，会谈39次才达成周一的协议，解决了两国之间对于该地区所有权的长久争端。马来西亚总理巴达维表示，文莱在协议中同意放弃林邦地区所有权有利于两国关系的进一步发展。
