功能全部没变，只是有些角色的攻击伤害加强/削弱了。可以参考这里。青色加强了，红色是削弱了。

还有些角色的attack frame有更改。如印度老teleport被减弱了（cool down时间长了一点，之前一teleport出来就可以出脚，现在要等久一点点）tiger knee出招多几个frame，Ryu的升龙拳出招时的无敌状态减至只有2个frame等等。其他的可以看看下面的comment。

Sagat is still the best character, even further ahead of some top/high-mid tier due to akuma, guile, bison, dhalsim and ryu nerfs. Tiger knee nerf isnt huge, still safe from max distance and tiger shot can be used for close range chip.
Makoto is scary. More damage, easier links. Huge pressure with frame traps/tick karakusas. Now she can do safe chip that keeps her close with hayate like yun and bison Shes gonna be that character that catches you off guard and youre dead before you know what happened.
Yuns mid tier now. Really good pressure that actually leads into decent damage. Has trouble getting out of pressure with low priority specials though, and still going to get zoned hard by sagat an ryu.
Honda and bison seem to have been hit hardest, possibly blanka too. Headbutt being unsafe is so huge to hondas game, and bison does significantly less damage with bnbs and his amazing jump in is now below average.
Top 5: Sagat, Akuma, Viper, Guile, Dhalsim
Bottom 5: Sakura, Vega, Honda, Dee Jay, Cody (Cody being the worst)
