New paradigm in public transport
Kuching Sentral is an integrated bus terminal that will add a new dimension to public conveyance with its myriad of supplementary services when it becomes operational by 2010
KUCHING Sentral, as an integrated bus terminal, will be able not to only alleviate traffic congestions and enhance passenger safety but also spur economic growth within its surrounding areas.
When fully operational, it will be a single, consolidated transportation hub that can immensely improve conveyance service for thousands of commuters in and around the state capital.
The seven-acre facility is strategically located at the junction of Mile 6 1/2 Jalan Penrissen and Jalan Lapangan Terbang, presently being upgraded into a dual-carriageway, and only three minutes’ drive from Kuching International Airport and 20 minutes from Kuching City.
Completion of the terminal will provide a focal point for travellers, integrating different modes of transportation such as stage buses, taxis and hired vans.
The terminal will facilitate transit of passengers to and from regional centres like Sri Aman, Betong, Sarikei, Sibu, Mukah, Bintulu and Miri and those from Pontianak, Indonesia and Sungai Tujuh, Brunei.
The multi-million project is a jointly carried out by Assar Services Sdn Bhd, a subsidiary of Permodalan Amanah Saham Sarawak (Assar) and Inner City Development Sdn Bhd under Nationlink Group of Companies.
Chief Minister Pehin Sri Abdul Taib Mahmud unveiled the project model on Jan 31, 2008.
Piling and basement excavation are nearing completion while the whole project is expected ready by 2010.
Kuching Sentral also promises modernity, convenience and comfort for both shoppers and travellers alike.
Response to sales of the shopping units so far has been very good … with 18 out of 30 on the first floor, and 65 out of 90 on the second floor already sold.
The three-storey terminal-cum-shopping complex houses 160 business premises, including a 25,000 sq ft hypermarket, an 8,000 sq ft food court, sub anchors, banks, fast food restaurants, ticketing counters, an ATM area, retail outlets and restaurants-cafeteria.
There are also 11 kereta sewa and 42 regional bus bays.
Apart from accommodating high traffic volume, the terminal comes with a modern complex equipped with ample surface and basement car parks that provide over 400 lots.
While Kuching Sentral holds a lot of promise, its construction has drawn mixed comments from various quarters.
Sarawak Tourism Federation president Wee Hong Seng said while the terminal was a good public facility, there were other factors to be considered for it to benefit the people.
“Such a facility is good for the tourism industry and the public. While our people should look into facilities that benefit them, they should also be willing to pay for them. People got to understand better services and facilities are not free,” he added.
Wee felt the public transport system in Kuching needed to be improved and since the present buses were old, they would have to be phased out eventually.
“We should look into improving the condition of these buses like modernising the fleet we presently have. I’m not saying transport companies have to completely replace their old buses… we can have a few new buses for a start,” he suggested.
However, Wee said an increase in fares might be necessary with new buses and commuters should be able to accept this because they must understand sacrifice and support were needed to bring about beneficial changes.
Kuching City Bus Services (KCBS) director of administration William Chan feels that for the components of bus companies to be incorporated into Kuching Sentral, the CAT (City Area Transit) system must first be implemented.
And for this to be successfully carried out, he said, a new fleet of 100 state-of-art buses was needed even though this might not be cheap, costing around RM350,000 each.
“We have forwarded the proposed system to the Economic Planning Unit (EPU) and are asking the federal government to help us with a RM7.5 million funding as it’s very difficult to get loans from financial institutions.
“The government has already earmarked RM3.5 billion for low cost loans under the Ninth Malaysia Plan for the public transport sector,” he added.
KCBS is a consortium of bus companies, comprising Sarawak Transport Company Bhd, Chin Lian Loong Bus Company, Regas Transport, Petra Jaya Transport and Bau Bus Transport Company.
Chan, also Sarawak Transport Company Bhd managing director, said the new buses would ply routes linking five other terminals to Kuching Sentral, the central hub. They are Bandar Samariang Terminal, Kubah Ria Terminal, Merdeka Plaza Terminal, Travillion Terminal and the Stutong Market Terminal.
He said The system, more commonly known as Bus Rapid Transit (BRT) system, that has proven workable and useful in developing countries like Brazil, Indonesia (Jakarta) and China (Beijing), is feasible and applicable in Kuching.
Meanwhile, Biaramas Express Sdn Bhd manager Lai Sin Kiong expects Kuching Sentral will generate more business opportunities as a main transit point for travellers using the bus service.
“There are many trading outlets, fast food restaurants and banking facilities and an air-conditioned food court in the terminal complex itself. Where in town can you find a fully air-conditioned food court?” he asked.
However, he felt it was most important to allocate more parking spaces at the terminal for the public.
“If you have enough parking spaces like those at Kuching International Airport, that will make it attractive for the public to use Kuching Sentral as the transit point,” he said.
Lai added that Kuching Sentral had a lot of potential as a public transit point, especially for the working class who can park their cars at the terminal and take a City Area Transit (CAT) bus to their offices in the city.
He pointed out this would not only cut costs and travelling time but also ease traffic jams in the city.
For his company, it is just a matter of moving to the new bus terminal once it is completed.
“We are prepared to move to Kuching Sentral any time,” Lai said.
Padawan Municipal Council (PMC) chairman Tan Joo Phoi agrees Kuching Sentral will provide facilities for buses, taxis and travellers from the other divisions — even from Kalimantan.
Although the boundary of Kuching Sentral is between Kuching City South Council (MBKS) and PMC, its development is under the latter.
“Kota Sentosa will be a more convenient place with all facilities including a 24-hour café, and I hear hotels are also coming up here to cater for tourists,” he said.
He felt Kuching Sentral would not only spur business in Kota Sentosa but also help alleviate traffic congestions both in the area and Kuching city as there are plans to build more new roads around the terminal.
Tan’s MBKS counterpart mayor James Chan also thinks that the facility will spur business in the area.
“When it becomes operational as a central bus terminal, more people will be using the facilities there and we should be able to see an improvement to the overall public transport system,” Chan said.
