我的答案：He said (that) the crime had been solved and a 17-year-old youth had been arrested.
我觉得 added that 有点多疑，因为两个咨询都一样重要，有关联，为什么要“补充”？

你基本上都搞清楚了。
He is American. （形容词)
He is an American. They are Americans. （名词）
The American dream is quickly becoming the American nightmare. （一笑）（形容词）


family，team，government... 等等这些都是 【集合名词/collective noun】，
在英式英语里，可以使用单数或复数动词（has, have, is, are）或代名词（it, they）。

可以多参考一些例句：

Practical English Usage：
The team is/are going to lose.
My family have decided to move to York. They are going in April.
The average family has 3.6 members. It is smaller than 50 years ago.
My firm are wonderful. They do all they can for me.
My firm was founded in the 18th century.
The committee, who are hoping to announce important changes,...
The committee, which is elected at the annual meeting,...
The team are full of enthusiasm.
A team which is full of enthusiasm has a better chance of winning.

而美式英语里则惯用单数动词（is, has），可用复数代名词（they）：
The team is in Detroit this weekend. They expect to win.

参考词典例句：

Longman：
The Webb family still has its farm over there.
The family now live in London.
My family has always been close.
Our team are winning.

Cambridge：
A new family has/have moved in next door.
He's American but his family (= relatives in the past) come/comes from Ireland.
The government is/are expected to announce its/their tax proposals today.

一下XX is (singular)，逗号过后又XX have(plural)

He is fat. He is tall. He is rich. fat, tall, rich 都是形容词

He is an American. 这句子里的American 是名词，就像：

老师今天说我的the用在太多不适合的地方。以下是他替我改的。

我知道的是uncountable noun不能用the.

我同意你的老师所说的。

因为你提到的是一般的国际储备/international reserves和通货膨胀/inflation，没特别指定是哪些国际储备和通货膨胀，所以不要用 the；而 the positive linkages 则不同，国际储备和通货膨胀之间存在着某些特定的联系，你所说的就是这些联系，所以是指定的，要用 the。

想象你和另一个人对话，你说：
Laney and Willet (1982)  say that the positive linkages between the international reserves and the inflation could be weaker due to sterilization。
在回应你之前，他会有疑问：你是指哪些国际储备和通货膨胀？确定了他才能对你的意见作出回应。（除非之前你已提起过某些特定的国际储备和通货膨胀。）但显然的，你只是指一般的国际储备和通货膨胀。如果你不用 the 的话，他就没有疑问，清楚你是指一般的状况。至于 the positive linkages 其后已说明是哪些特定的联系（国际储备和通货膨胀之间的联系），所以他也不会有疑问你说的是什么联系。

你在哪里求学？应该不是在本地 。 （希望是，因为我对本地学府的偏见似乎太深了，需要稍微调整）

之前看到有人贴出一篇语法不通的文章，老师还赞她写得非常好，英文水准高，连她自己也高度质疑......

Water boils at 100ºC. （这句子里的water：不可数，没有指定那些水，一般的水，任何的水，不加 the）
The water in the glass is hot. （这句子里的water：不可数，指定的一些水，就是玻璃杯子里的那些水，加 the）

All + 复数名词 —— 正确
All + 不可数名词 —— 正确
All + 单数名词 —— 错误

他说对这个问题对母语不是英文的人是很常见的。
但是也老实的说the mistake sometime is quite annoying。

事情的发生顺序：
  破案——> 逮捕罪犯——> 说——> （造句）
当造句者写出这个句子时，说已是过去时（said），而破案和逮捕罪犯则是“过去的过去”（had been solved，had been arrested）
或者 He 当时是说：”The crime has been solved and ... has been arrested"
再经过转述就变成：He said that ... had been solved... had been arrested.

OK吗？偷工减料......没有基础的可能看了还是会感觉有点乱......
