两万余破产与领援金者 将被禁进入本地两赌场
约2万8000名破产者和领取公共援助金和特别津贴的新加坡公民与永久居民，将不准进入将在明年于本地开放的两间赌场。
这是因为他们将接获全国预防嗜赌理事会发布的“第三方管制令”（Third Party Exclusion）。届时，两个综合度假胜地的业者将拥有这些人的名单，并得遵守条例将他们拒于门外。
这2万8000人当中，有近九成是破产者。根据社会发展、青年及体育部所提供的数据，破产者占约2万5000人，领取公共援助金和特别津贴的则约3000人。
破产与公共信托局（Insolvency & Public Trustee's Office，IPTO）网站上提供的数据则显示，截至去年为止，破产者的人数达2万5775人，但每年被判破产的人，近几年来有逐年下降的趋势。
申请公共援助金者，主要是一些因生病、残疾或年老而失去工作能力，或因孤苦无依而无法维持生计的公民。特别基金则与公共援助金的性质相同，供新加坡永久居民申请。
社青体部目前在和理事会合作拟定实施“第三方管制令”的具体程序和条例等细节。它在回答本报询问时指出，接获第三方管制令的人将会收到当局的通知，并有机会提出反对。他们必须在获通知的30天内向理事会上诉，但理事会有最后的决定权。
根据赌场管制法令，理事会可对嗜赌者发出赌场入门禁令。这项禁令可由个人、家属和第三方提出申请。
理事会去年11月发表的国人对赌博的态度调查显示，受询公众有47％会为家人申请禁令，禁止嗜赌的家人进入赌场。
政府是在2005年宣布推出社会保障措施时，提到推行可禁止赌客进入赌场的管制措施。同年8月成立的全国预防嗜赌理事会隔年展开咨询活动，针对如何实施这些措施收集公众和团体的意见。 |

28,000 people to be excluded from casino resorts
They are recipients on public assistance and undischarged bankrupts, according to MCYS definition.
The Government has defined two categories of people who should be barred from the two casino resorts here which are expected to open in 2009.
These are recipients on public assistance or special grant, and undischarged bankrupts, whose names wil be included on the no-entry lists to be sent to the two integrated resort operators, under a a third-party exclusion order.
Said a statement from the Ministry of Community Development, Youth and Sports (MCYS) on Tuesday: 'With this definiation, about 28,000 Singaporeans are persons are expected to be excluded from the casinos under Third Party Exclusion.'
There are currently about 24,000 undischarged bankrupts and over 3,000 Singaporeans on public assistance.
The bans would automatically lapse once a bankrupt is discharged, or a handout withdrawn.
Under the Casino Control Act (2006), there are three types of exclusions from the casinos namely, Voluntary Self-Exclusion, Family Exclusion and Third Party Exclusion.
These exclusions are part of a larger social safeguard framework for the casinos, including an entry levy for local resident, restrictions on creidt for gambling, and education on gambling and problem gambling.
MCYS said it is currently working with the National Council on Problem Gambling (NCPG) on the regulations and procedures for the administration of the Third Party Exclusion. |

有哪个 call warrant 目前是 不到价？
