MYEG服務遭賣壓 聯昌：進場好時機

（吉隆坡8日訊）MYEG服務（MYEG，0138，主要板貿服）股價經一輪跌勢，被聯昌證券研究視為進場增持該股的好時機，買盤旺盛下，帶動股價一度起8仙或4%至2.08令吉。

MYEG服務以2.01令吉開盤，增1仙，盤中上揚8仙或4%至2.08令吉，為10大上升股。該股隨后收窄增幅，並掉出10大上升股，以2.06令吉掛休，升6仙；半日成交量1540萬3000股。該股閉市報2.04令吉，起4仙，成交量2385萬6500股。

短期扶持水平RM1.94

證券研究指出，該股在過去3個交易日受賣壓，甚至在週一（7日）出現恐慌性拋售（selling climax）。該股價連續3個交易日共下挫7%，提供投資者一個進場增持該股的良機。

該行考量到非法外勞註冊帶來的收入，相信該股隨后有望出現強勁買盤，短期扶持水平設在1.94令吉，建議投資者增持該股。

該行指出，每位非法外勞（不論國籍）在這項返聘計劃註冊，將為該公司平均帶來100令吉營業額。

以國內目前共有介于400至500名非法外勞看來，該行保守估計，該公司在6月前為100萬名非法外勞註冊。【中国报财经】

（吉隆坡21日訊）聯昌研究指出，最新人頭稅對MYEG服務（MYEG，0138，主板貿服組）正面，雖然該公司征收的非法外勞註冊費保持在100令吉，但人頭稅調低將可鼓勵雇主申請將非法外勞註冊。

鼓勵雇主申請漂白非法外勞

政府最近將非法外勞登記期限從2016年12月杪提前至6月杪。另一正面消息則是MYEG服務在外勞漂白下的大部份收入將可在2016財年入賬。

政府的目標是200萬非法外勞註冊，但在2月只有約1萬3千人註冊，惟該公司預期3月將有所增加。該行估計大馬目前有約250萬名合約外勞和500萬名非法外勞。

該行的2016至2017年財測是假設在6月杪有100萬名外勞註冊，若在2016財年有200萬名外勞註冊，則2016-17年財測將上調18至22%。

MyEG（MYEG，0138，主板贸服股）与亚通（AXIATA，6888，主板贸易股）子公司Celcom Axiata有限公司与终止之前签署的了解备忘录，改为新的商业协议。

根据该协议，MyEG将成为天地通（Celcom）的直属管道伙伴，以宣传、推销、和分销产品与服务予最终用户。

行家建议
投资者可能会误以为双方是终止备忘录，其实是转换合作模式。

双方之前就有不少合作，如自今年4月开始，为国内外劳提供天地通SIM卡，协助外劳在被监管单位询问时鉴定身分。

假设该公司可在今年注册100万名非法外劳，今年的合法外劳人数将增加至350万人。

若只有30%的外劳使用天地通SIM卡，而MyEG可从每名外劳取得每月5令吉的收入，潜在营业额贡献可达一年6300万令吉。

我们估计该服务的成本相当低，预计可达90%的盈利赚幅，因而或可带来每年5800万令吉的净利。

假设2016和2017财年分别有50万名外劳注册，估计将降低该公司2016财年每股净利达11%，不过，可推高2017财年每股净利达9%。

（吉隆坡30日讯）MyEG服务（MyEG Services Bhd）2016财政年第三季净利，飙涨73.62%至3310万令吉，同期仅净赚1907万令吉，归功于营业额攀高近80%。

该集团2016财年第三季（截至2016年3月杪）营业额，从同期的3807万令吉，攀高至7013万令吉。

另一方面，MyEG服务第三季并没宣布派息。

MyEG服务将第三季业绩表现走好的原因，归功于网上更新外劳准证和保险、上网漂白非法外劳的重新雇用计划（rehiring programme）的数量增加，以及与大马陆路交通局（JPJ）相关的服务收入企高。

此外，MyEG服务甫收购的子公司Cardbiz Holding私人有限公司，也为该集团盈利带来进账。

然而，MyEG为收购建筑物而向银行申请短期贷款，因而推高利息成本，加上员工相关开支及营运开支企高，这些因素已部分抵消促其第三季净利和营业额走升的正面影响。

总结首九个月的业绩表现，MyEG服务净利翻逾一倍至9192万令吉，同期净赚4520万令吉；营业额则由同期的9646万令吉，跳涨至1亿9436万令吉。

MYEG（MYEG服务，0138，主板贸服股），成立于2000年2月17日，并于2007年1月16日上市大马交易所主板。

MYEG主要涉足发展及推介电子政府服务计划及提供其他相关服务；主要包括两大核心领域：政府至人民（G2C），以及政府/企业方案（GES）。

G2C包括驾驶笔试定期服务、发行及更新执照、电子帐单付款、以及网上资讯服务，如交通罚单检查及电子破产或清盘情况探索等。

GES则是非互联网基础服务，如软件及企业方案、系统发展及保养等。

MYEG这家公司其实一直都具有争议性。

争议一：垄断业务
由于MYEG管理层与政府关系向来密切， 因此获得不少政府的“关照”， 比如将网上更新外劳工作准证的服务交给它负责。 而这一项决定则引起不少民间和在野党的反弹， 认为政府的这项决定让MYEG垄断了网上更新外劳准证的这项服务。

争议二：高本益比
MYEG的股价长时间维持在50倍本益比左右，因此即使有很多投资者看好它，但却觉得它的股价过于昂贵而却步。

针对第一项争议，其实每个人都有各自的看法，我就不做评论了。我只针对第二项争议。

其实，如果你有仔细研究MYEG的业务以及分析其业绩，你就会了解为什么它会那么“贵”。

我常跟人家，特别是最近在办课程时我一再跟学员们解释为何一家公司可以具有高本益，主要有两个原因：
1）业务是否具有垄断与独特性，以及是否容易被取代？　
2) 公司的业务是否具有高成长性？　

注：当然也有些公司根本不具备以上两种情况，但本益比也很高，主要是因为其它“人为”因素的关系。


首先，MYEG的业务确实具有垄断性，而且也不容易被取代，这一点应归功于它与政府的关系良好所致。

其次，G2C这一领域 在我国依然具有很高的成长和潜力，这归功于现在科技的发展与人民对这些服务的需求所致。我个人其实很喜欢用MYEG来更新汽车路税，省时省力。

在这里我不得不提MYEG的服务，确实很棒， 我早上更新路税， 中午就有人把路税送到我公司了，剩下了我很多时间。

同样的，我也用过MYEG来更新印尼女佣的准证，只要一输入女佣的护照号码，所有资料就会自动显示出。 用信用卡付了钱后， 一个星期后新的准证就会自动寄来。这项服务对于一些住在偏远地区的人来说确实非常方便，与其大老远跑到代理的办事处处理（而且一些外劳代理根本就不在附近），倒不如上网更新来的更方便。



近几年， G2C这一行业的成长不容忽视，单单看季度业绩MYEG已经连续6个季度在营业额和净利皆取得增长。

注：MYEG因1送1红股。而2016年财政年每股净利稀释之后应该是3.85仙， ROE则是13.4%。

现财政年（2016年）的业绩就已经是一个大惊喜了，虽然只过了三个季度，但是其营业额和净利几经大幅超越2015财政年了。

按照这一股业绩成长势头来看，MYEG如果想在今年8月再次来个2送1红股，是可以的。要不然，也可在明年2月或5月来个1送1红股。

从目前的业绩来分析，如果MYEG的净利能够继续以每季9%来成长，那么全年的每股净利将可达到5.3仙，而如果它依然继续以50倍本益比来估值的话，那么其股价有望重估至RM2.65。

聯昌研究說，MYEG服務的9個月淨利只佔全年財測47%，主要因外勞重聘服務的盈利貢獻尚未反映，未來可望迎頭趕上。



聯昌研究認為，若非政府一度凍結更新外勞準證，MYEG服務業績將更突出。

“不管怎樣，由於重聘人數在4月和5月開始增加，我們相信這將反映在第四季業績上。假設2016和2017年分別有50萬名外勞被漂白，M Y E G的2016年每股盈利比預期低11%，但2017年會增加9%。”

壟斷的老毛病

壟斷多種公共部門網路服務的MYEG服務（MYEG，0138，主板貿服組），終於難逃政策搖擺的苦頭。

截至今年3月止首9個月，該公司營業額飆高101%至1億9千435萬8千令吉，帶動淨利猛漲103.38%，至9千192萬2千令吉。

任何一家上市公司如果能夠交出這種成績，投資者肯定喜出望外而瘋狂追逐了，可惜它是MYEG服務，所以投資者和分析員的要求更高。該股公佈業績隔天，股價僅僅上揚3仙至2令吉零8仙，正正反映這個事實。

該公司超過9千萬令吉的9個月業績，僅佔聯昌研究和回教銀行研究全年預測的47%和66%。

問題出在該公司其中一項壟斷服務：非法外勞漂白。

今年2月15日，該公司獲得政府委任，為非法外勞重新注冊。根據內政部數據，2月15日至5月19日共有超過10萬名非法外勞漂白，明顯低於預測120萬至180萬名的非法外勞，這是因為2月中旬至3月中旬期間，由於外勞人頭稅調整幅度讓商家大為不滿，後來暫停一段時間。

1月28日，政府公佈財政預算案修訂案，大幅調高外勞人頭稅，製造業和建築業更翻倍至2千500令吉，並從2月1日開始落實。

可是，反彈聲浪四起，後來，經過協調，3月18日政府宣佈新的稅務，製造業和建築業的外勞人頭稅從1千250令吉漲至1千850令吉，漲幅48%；農業從410令吉漲至640令吉，漲幅56.1%；種植業則從590令吉漲至640令吉，漲幅8.47%。

新政策塵埃落定後，4、5月漂白計劃加快，分析員看好MYEG服務可在6月底期限前為100萬名非法外勞漂白。最重要的是，即使該公司無法在2016財政年最後一季急起直追，達到百萬目標，漂白計劃也可能延長，因為該公司是唯一的處理單位。

MYEG服務的營運賺幅接近50%，是許多公司望塵莫及的，如果當初為了提高營運效率而委任私人機構處理外勞漂白，為甚麼不多委任一家公司呢？任由MYEG壟斷特定服務，如何提高營運效率？

竞争委会裁定违法
MyEG遭重罚227万元

（吉隆坡24日讯）马来西亚竞争委员会裁定，MyEG和MyEG Commerce违反竞争法令，在所负责的网上外劳临时工作准证更新手续（PLKS）上滥用主导地位，重罚227万2200令吉。

“MyEG和MyEG Commerce是2010年竞争法令第二条文下指的单一企业，而且违反第10条文（2）节（d)项的（iii)细节，滥用主导地位，打击“下游”业的竞争力，让MyEG Commerce充当上述网上申请的保险代理。

打击“下游”业竞争力

“与此同时，MyEG也为MyEG Commerce的商业对手设定另一套条件，因此打击强制投保的‘下游’业竞争力。”

马来西亚竞争委员会接获关于MyEG在上述网上业务中滥用主导地位的投诉后，展开调查。

该委员会今日发文告指出，截至今日，MyEG遭罚款227万2220令吉，这个数额包括2015年1月5日至20日，及5月2日至10月6日期间犯规的30万7200令吉罚款；及从10月7日至裁定日的每天7500令吉罚款。

文告指出，MyEG 是因为继续犯规，所以被施以上述罚款额，况且MyEG未遵照竞争委员会的指示，为强制投保市场提供有效的“途径”（gateway)，而且依然继续不准许其他竞争者的加入。

“若MyEG未遵守上述任何一项补救行动，我们有权加重每日的罚款额。

马来西亚竞争委员会指示MyEG采取补救行动

1.MyEG 必须即刻停止对网上外劳临时工作准证更新的投保同等交易施加另一套条件。

2.MyEG必须在裁定日后的60天内，为强制投保市场的竞争者提供有效的“途径”，及允许其他竞争者同等竞争。

3.MyEG必须提供得到马来西亚竞争委员会接受的承诺，在裁定日后的60天内，全面遵守普通保险协会的条例。【e南洋】

(Unless otherwise stated, all definitions and terms used in this announcement shall have the same meaning as defined in the announcement dated 6 October and 8 October 2015) The Company wishes to further announce that the Company had received a Notice of Decision by MyCC which was served to the Company and its wholly-owned subsidiary MyEG Commerce on 24 June 2016 which has determined that MyEG had infringed Section 10 (2)(d)(iii) of the Competition Act, 2010 by abusing its dominant position in harming competition in the downstream market in which MyEG Commerce is participating as an insurance agent for the online PLKS renewal applications (“the Decision”). Due to the Decision, MyCC has imposed the following on MyEG:- A financial penalty amounting to RM2,272,200.00; MyEG to cease and desist immediately from imposing different conditions to equivalent transactions in the processing of Mandatory Insurances for online PLKS renewal applications; MyEG to provide an efficient gateway for all its competitors in the market for the sale of the Mandatory Insurances and allows the other competitors to compete at the same level within sixty (60) days from the date of the Decision; and MyEG to provide an undertaking in the form and manner acceptable to MyCC, to be fully compliant with the General Insurance Association of Malaysia rules and regulations within sixty (60) days from the date of Decision. The Decision is not expected to have any significant financial and operational impact to the Company. 从2月中开始的非法外劳注册活动，已在上周四（6月30日）结束。

市场原本预计政府将注册1百万名非法外劳，MyEG（MYEG，0138，主板贸服股）注册的非法外劳仅达30万人，远低于预期。

行家建议

政府期望可注册更多的非常外劳，预计将会继续注册活动，我们估计MyEG可在2017财年注册70万名非法外劳。

MyEG早前已表示，无法同时应付非法外劳注册，以及消费税监管计划。

非法外劳注册活动预计还会在未来数个月内进行，而消费税监管计划将会从原定的今年7月，展延至明年1月。

基于非法外劳注册人数低于预期和消费税监管计划延迟，MyEG的2016至2018财年每股净利预测下调20%至27%。

该股的目标价也从原本的2.83令吉，下修至2.31令吉，“买入”评级则维持不变。

MyEG跨足劳工宿舍网络电视

（吉隆坡21日讯）MyEG（MYEG，0138，主板贸服股）宣布进军两项新业务，分别为经营外劳宿舍及网络电视频道。

MyEG向马交所报备，公司设立My EG Lodging有限公司，以建立、拥有及营运外劳宿舍。

MyEG将持My EG Lodging的55%股权，其他股东包括Bright Billion公司持30%股权，东姑再努丁持10%股权，以及法汉兹奥丁持5%股权。

根据政府重新聘用外劳的计划，内政部指示MyEG承办非法外劳的登记活动。

不过，该文告并未揭露会建筑多少宿舍及单位。

另一方面，MyEG也公布，子公司My EG Capital有限公司与Hurr Tv有限公司成立联营公司，建立、拥有及营运网络电视频道。

My EG Capital持该联营公司60%股权，而Bright Billion则持其余的40%股权。
