（莎阿南16日訊）河內YenSo公園和怡保至巴東勿剎雙軌鐵道工程，兩項巨額工程皆延遲竣工，金務大（GAMUDA，5398，主板建築）掌舵人拿督林雲琳坦言，2009財年獲利和現金流將受打擊！身為金務大董事經理的他，今日主持32屆股東大會后，獨自向媒體交代兩大工程的進展，及未來發展前景，惟長達半小時的記者會，內容大多為壞消息。
西亞工程賺幅低
林雲琳說，資金市場遭金融風暴襲擊，信貸緊縮，令越南河內工程在尋找投資夥伴上再需要1至2年，或導致原本預算為期10年的工程計劃，延長到12年。
“雙軌鐵道工程則因為檳城政府延遲移交土地，整個工程將至少延后1年。”
“兩項大型工程同時面對延遲，將影響公司明年獲利表現和現金流。”
他透露，金務大明日將公佈2009財年首季財報，盈利數據將較為遜色。
他直言，經濟轉差，市道不佳，預計所有主要業務的盈利將下跌。
林雲琳指出，建築業營業額或增加，惟盈利則將下降，理由是西亞建築工程賺幅很低。
金務大3大核心業務為基建與大道經營、產業發展及工程與建築，分別佔集團營運盈利40%、32%及28%。
其中，建築業營業額按年大漲73%至18億令吉，稅前盈利揚至1億3000萬令吉，目前未進賬訂單額達100億令吉。
除了我國，金務大在印度、台灣、卡達及巴林都有工程。
河內公園計劃
投資夥伴難尋金融危機爆發后，金務大位于越南河內的YenSo公園（YenSo Park）產業發展計劃，難找獲適合的投資夥伴。
林雲琳坦言，公司正與數個夥伴洽談合作投資事項，曾經與某合作對象洽商順利，並已對土地進行精明審核（due diligence），可是后者卻面對融資問題。
他說，金融風暴期間，不利土地價格，因此公司不急著尋找合作夥伴，相信合作事宜將展延1至2年。
“河內工程已動工，政府已釋出三分之二商業地段，剩余土地將在12個月內釋出。”
他指出，未來6個月，金務大將興建和獨自擁有海岸零售單位及辦公樓。
不算延後
林雲琳說：“YenSo公園中的購物廣場、酒店及另一棟辦公樓，則需要夥伴一同完成。”
他說，所幸金務大在金融危機襲擊前，已完成融資，因此YenSo公園計劃將繼續發展。
“暫時或難以找到合作夥伴，一旦經濟好轉和周邊產業完成，將推高鄰近的土地價格，屆時，我們與夥伴的協議內容會更理想。”
他指出，合作洽談展延不代表YenSo公園發展計劃將延后，經濟轉佳后，可迅速加快建築進度。
YenSo公園總發展值（GDV）達100億令吉，分5階段將在10年內竣工。
談及越南新局勢時，林雲琳說，越南通脹率向來高企在約15%（mid-teens），金務大已就此為YenSo公園撥備。
金務大規劃將YenSo公園打造成別具一格的地標，成為該國慶祝2010年的中心地點，涵蓋國際酒店、購物中心、辦公樓、零售商店及會議中心等。

拒評怡保工程收購傳言針對怡保工程（IJM，3336，主板建築）收購金務大傳言，林雲琳以“未參與其中”為理由，不願給予正面回應。
他說：“我和大家一樣，都是通過報章得知（指收購）。我不是參與者之一，無法評論此謠言。”
惟他指出，要在現有環境借貸完成如此大型收購計劃，並不容易。
9月份，市場傳言，怡保工程或將收購金務大，當時分析界已認為，此可能性甚低，有市場炒作之嫌，旨在推高股價。
另一方面，林雲琳今日指出，已和董事局簽定合約，不會在18個月內脫售手上股權。
林雲琳年初透過香港瑞士信貸（Credit Suisse）脫售7000萬股，持股權從5.23%或1億470萬股，減至1.73%或3470萬股，是為了不動產規劃，但將繼續持有余下股權。
他也重申，將繼續扮演自1981年即擔任的董事經理一職。

Gamuda Bhd's (5398)first quarter earnings to be announced today will be lower, and thiswill reflect the builder's performance next year, its chief said. Managing director Datuk Lin Yun Ling warned that profits in thefirst quarter ended October 2008 will dip as projects get delayed.

Accordingly, Gamuda expects to pay a smaller dividend in 2009, Lin toldreporters after its annual shareholders' meeting in Shah Alam yesterday.

"We expect a drop in earnings due to project delays. What we are goingto show tomorrow will be quite reflective of the whole year. Likewise,dividend will also be lower," he said.

Theslowing global economy and land acquisition problem will delay Gamuda'sprojects such as Vietnam's new central district in Hanoi and the RM12.5billion double-tracking rail development back at home.
Higherincome from its Middle East projects will offset any drop in turnoverbut not earnings because of low margins from the jobs there, Lin said.

Gamuda made a RM325.08 million net profit in the year ended July 2008,up from RM185.42 million previously. Group revenue rose to RM2.4billion from RM1.51 billion.

Lin said despite troubles in the global economy, Gamuda will continue to work on its Yen So Park project in Hanoi.

"The financial crisis will delay things in (Hanoi) for one to two yearsbut it will not have an impact over a 12-year development period," hesaid.

Part of the Hanoi project required Gamuda to build asewerage treatment plant for the Vietnamese government in return for202 hectares of development land.

  Lin said two-thirds of the land has been handed over, with the rest expected to be handed over in the next 12 months.

Works have started on the sewerage treatment plant.

Yen So Park, about 7km south of Hanoi, will become Vietnam's central business district when completed.

Lin said the project would boast a gross development value of RM8billion to RM10 billion over 10 years. It would be developed in fivephases.

The first phase, he said, would cost US$200 million(RM710 million), with Gamuda keen on securing co-investors for somecomponents of the development.

The company wants to keep thehigh-rise commercial building and waterfront lots to itself but isoffering other components such as retail malls and hotels to otherinvestors.

On Gamuda's double-tracking rail project, Lin saidthe land acquisition process is progressing well in Perlis, Kedah andPerak. But there are "substantial delays" in Penang due to the problemof squatters.

He expects a delay of one year before the Penang land is handed over to the company.

（吉隆坡）產業臂膀淨利下滑，加上電動雙軌鐵道工程進展緩慢，促使金務大（GAMUDA,5398,主板建築組）截至2008年10月31日止首3個月淨利下滑37.5%至5503萬6000令吉，前期為8806萬3000令吉，為2006年以來首次盈利下滑。

營業額卻不減反增，從前期的4億8242萬2000令吉上漲27.3%至6億1396萬4000令吉。

這間公司董事部建議派發每股4仙股息。

金務大發文告表示，隨著商業環境日趨嚴峻，旗下各業務將在未來季度面對重重考驗，但通過現有訂單支撐，相信現財政年未來季度盈利料可持續令人滿意。

不過，電動雙軌鐵道工程可能面對延遲竣工1年的潛在風險，主要是公司現僅取得合約規定的95%所需的土地的61%，導致工程進度受阻。

目前，金務大電動單軌鐵道工程迄今已完成18%，並將83%電動雙軌鐵道工程頒於第二承包商和供應商。

至於海外業務方面，由於與泰國電力發展局簽署的諒解備忘錄已在今年年中失效，加上建築成本高漲困擾，金務大現正與當局就Nam Theun1發電廠新購電協議進行洽談，但礙於該國政局不穩定，將在政局回穩後方繼續洽談工作，惟樂觀可於現財政年杪達成共識。

越南殷楚發展計劃（Yenso Development）基礎工程進展順利，公共公園和湖泊清理工作正全面落實；廢水處理廠土木、技術和電力工程合約也已頒佈及進行。

但是，特定商業產業土地脫售計劃則面對延遲問題，主要是全球經濟放緩導致融資艱難，投資者預計在金融市場回穩後方能兌現投資。

MMC機構（MMCCORP,2194,主板貿服組）和金務大（GAMUDA,5398,主板建築組）聯營公司，向精明防洪隧道建築商發出仲裁通知書，對必須賠償對方1億零236萬令吉的仲裁決定作出抗辯。

精明防洪隧道的二手承包商Wayss&Freytag私人有限公司因為被終止合約向聯營公司索償1億5381萬8000令吉，但聯營公司認為對方不尋常展延工程進度，反向對方索賠1億6121萬令吉。

不過，爭議裁決委員會（DAB）判決聯營公司須支付Wayss&Freytag共1億零236萬令吉，不滿意判決可發出仲裁通知抗辯。

兩家公司發文告說，已經發出仲裁通知，必須認為有勝訴機會。
