RM88bil savings for Petronas

KUALA LUMPUR: Petroliam Nasional Bhd (Petronas) will pay about RM88bil less in gas subsidies over the next 22 years following the hike in prices of gas supplied to power producers and certain commercial users.

Based on current prices and consumption, the gas subsidy up to 2022 is expected to amount to RM163.3bil. Petronas’ savings from the revision in pricing is likely to result in an extra RM3.1bil in additional taxes next year.

“Under the previous regulated fixed-priced environment, Petronas would be paying RM252bil in gas subsidy over the next 22 years,” president Tan Sri Hassan Merican told a press briefing yesterday.

Effective July 1, gas supplied to power producers will increase by 124% to RM14.31 per million British thermal unit (mmBTU) from RM6.40 per mmBTU. The current price of gas is RM44.42 per mmBTU.

Under the new mechanism for gas pricing aimed as a transition to market-related prices, current contractual prices are used as the base and a discount factor applied. This discount is to be gradually reduced over time.

Hassan said heavily subsidised gas prices had created major distortions in the gas supply and demand balance. For example, since the gas price to the industry was fixed in 2002, Gas Malaysia Sdn Bhd’s offtake had increased 28% per annum.

“Of the new gas demand created by Gas Malaysia, 90% is from the conversion of existing customers from other fuels to gas. The strategy to encourage new investments from cheap gas prices has, therefore, not materialised,” he said.

Despite the Government’s objectives to diversify the energy mix, the availability of gas and artificially low, regulated prices has resulted in the share of gas being consistently above official targets in the energy mix.

Petronas buys gas at market prices from upstream producers offshore Terengganu, the Joint Development Area (JDA) and other sources. Since 1997, gas has been sold to various users at regulated fixed prices due to subsidies borne by Petronas.

The power sector represents 60% of gas demand in Peninsular Malaysia, of which 41% goes to Tenaga Nasional Bhd and 59% to independent power producers.

The demand for gas in the peninsula has increased 87% since 1997, with offshore facilities and the Peninsular Gas Utilisation system running at full capacity.

Petronas has increased its purchase of gas from other sources, with 23% of Peninsular Malaysia’s gas demand last year met by imports.

However, gas from Sabah and Sarawak cannot be diverted to the peninsula but is converted into liquefied natural gas and sold through long-term supply contracts. Gas is also exported to Singapore under similar contracts.

Over the past five years, Petronas and its production-sharing contractors have spent RM2.2bil on offshore exploration activities in Peninsular Malaysia but the discoveries have been small.

Companies across many sectors brace for higher costs
By LAALITHA HUNT

PETALING JAYA: Companies across many sectors are bracing for higher operational costs following the Government's move yesterday to remove the subsidy on petrol and diesel, and raise electricity rates.

Supermax Corp Bhd managing director Datuk Seri Stanley Thai said the hike in electricity tariff for industries would increase the company's operation costs, which would in turn affect its bottom line.

“However, as long as electricity costs are comparable and remain competitive against other major exporting countries such as China and Thailand, we can pass on the rising costs to customers and still be globally competitive,” he told StarBiz.

The medical gloves manufacturer also expects a rise in haulage charges due to the higher diesel and gasoline pump prices.

Thai said the company would factor the higher production cost into selling prices but did not anticipate a reduction in sales growth.

“All industries are experiencing rising production costs, which are also affecting global trade. Disposable gloves are a necessity and we expect demand to increase at 10% to 12% annually,” he added.

Cable manufacturer Federal Power Sdn Bhd expects production costs to rise 20% following the price hikes.

Executive chairman Datuk Dr Abdul Razak Abdul said besides the rise in electricity and transportation costs, the company also faced the prospect of higher raw material prices.

“Some 90% of plastics, our main raw material to manufacture cables, is made from crude oil,” he said, adding that the company's staff would be demanding higher wages given higher cost of living, which would in turn drive up production costs further.

Going forward, the company would review the pricing of future contracts with its clients to account for the rise in prices.

Particleboard manufacturer HeveaBoard Bhd has replaced medium fuel oil with biomass fuel for heating purposes at its plant to mitigate the increasing costs.

Group managing director Tenson Yoong said the use of biomass fuel enabled the company to enjoy energy savings of up to RM1.5mil a month.

Kim Loong Resources Bhd said the replacement of the cooking oil subsidy scheme with a windfall levy would result in some tax savings for the company, whose main palm oil operations are in Sabah. However, managing director Gooi Seong Heen said the firm would still be affected by higher transportation costs.

Trans-Asia Shipping Corp Bhd managing director Lee Check Poh said as part of measures to mitigate the effects of the fuel hike, the company was studying the feasibility of using natural gas for vehicles such as prime movers and trucks.

“We are also putting our truck tracking system in place to monitor the location of the trucks, the performance of our drivers and route selection optimisation to deter wastage of fuel,” he said.

Edaran Tan Chong Motors Sdn Bhd executive director Datuk Dr Ang Bon Beng said in anticipation of higher fuel prices, the company had been rolling out car models that are more fuel-efficient.

“Engine size and fuel efficiency are a big consideration in the production of our Nissan cars,” he said.

Honda Malaysia Sdn Bhd managing director and chief executive officer Atsushi Fujimoto said the company would monitor the market more closely over the next few months to see how the fuel hike would affect car sales.
