2016年财政预算案出炉了～明年将会有312亿令吉的拨款用于提升国内治安和国防。

KUALA LUMPUR 23 Okt. - Sebanyak RM31.2 bilion diperuntukkan dalam Bajet 2016 bagi meningkatkan tahap keselamatan dan ketenteraman awam serta pertahanan negara, termasuk melengkapkan Angkatan Tentera Malaysia (ATM) dengan penggunaan 'Unmanned Airborne System’.

Perdana Menteri, Datuk Seri Najib Tun Razak berkata, penggunaan teknologi terkini itu adalah bagi meningkatkan keupayaan ‘Risikan, Pemantauan dan Peninjauan’ agensi di bawah Kementerian Pertahanan.

Najib yang juga Menteri Kewangan berkata, peruntukan bagi kementerian itu berjumlah keseluruhan RM17.3 bilion turut merangkumi pemerolehan enam kapal Littoral Combatant Ship, sistem persenjataan 'Very Short Range Air Defence, kereta berperisai dan pesawat Airbus A-400M.

“Sebanyak RM523 juta pula diperuntukkan bagi pembangunan kem tentera darat Kawasan Keselamatan Khas Pantai Timur Sabah (Esscom) di Felda Sahabat, Lahad Datu, Sabah,” katanya ketika membentangkan Bajet 2016 bertemakan ‘Mensejahtera Kehidupan Rakyat’ di Dewan Rakyat, hari ini.

Perdana Menteri berkata, bagi mengenang khidmat anggota ATM, 4,000 unit kuarters akan dibina dengan peruntukan RM160 juta, selain 2,000 unit lagi rumah mampu milik dirancang dibina bermula tahun hadapan oleh Lembaga Tabung Angkatan Tentera.

Dalam pada itu, bagi Agensi Penguatkuasaan Maritim Malaysia (APMM), Najib berkata, sebanyak RM864 juta disediakan bertujuan antaranya bagi perolehan 'Offshore Patrol Vessel' dan kapal peronda.

Selain itu, bagi mempertingkatkan keselamatan dan ketenteraman awam dalam negara, beliau berkata sejumlah RM13.1 bilion disediakan.

Ini termasuk RM155 juta bagi pembinaan dua Ibu Pejabat Polis Daerah (IPD) baharu di Lawas, Sarawak dan Kota Kinabalu, Sabah serta 10 buah IPD dan lima balai polis yang masih dalam pembinaan.

“Sukacita saya umumkan, penambahan 500 Rondaan Bermotosikal PDRM (Polis Diraja Malaysia), 500 kereta peronda dengan peruntukan keseluruhan sebanyak RM35 juta,” katanya.

Najib berkata, tambahan 2,000 unit rumah mampu milik bagi anggota PDRM, turut dirancang dibina di Rawang, Selangor dan kawasan-kawasan lain yang dikenal pasti.

Selain itu, katanya, sebanyak RM36juta disediakan bagi membina pejabat dan kuarters serta menaik taraf depoh tahanan Imigresen; RM50 juta bagi meningkatkan langkah keselamatan penjara dan RM20 juta bagi Program Bandar Selamat di 60 kawasan hitam, antaranya melalui pengasingan laluan pejalan kaki dan pencahayaan di kawasan itu. - Bernama

整体而言，毫无惊喜，除了8亿6千4百万令吉拨款给大马海事执法机构（APMM）用于采购近岸巡逻舰和巡逻艇。但区区8亿多令吉到底能获得什么规格和多少艘的船只真的令人十分好奇～

其他的LCS战舰、装甲车（应该是AV8 Gempita）以及A-400M运输机的拨款都是该采购专案的常年分期拨款。至於极短程防空飞弹系统，应该就是不久前透露的『星纹』（Starstreak）吧～

其他的MRCA、空中预警管制机、攻击直升机、多功能支援舰、自走炮、中程防空飞弹等依然遥遥无期～

你觉得没惊喜，我则觉得喜事连连，最失望的，应该是祖籍越南哪一个！

嗯，若是这款的话，巴西于2013年1月以1亿3千3百万英镑向BAE Systems订购3艘舰艇，折合约今时的8亿8千9百万令吉，应该只能买到2艘用来取代老旧的前Musyitari级另加数艘小型的巡逻艇～

如果真买BAE的，这对台风的offset offer会有一定的影响

英国之前有offer过我们weapon system package对吗？Jebat级护卫舰好像就是这样来的。

不过，买BAE也不是坏事。最近海军靠DCNS太多了。

BAE的Offset offer一直以来都不错的，
而且法国和26亿的蒙古首相有太多牵扯

我觉得陆军可以延迟发展，现在当务之急是发展海军和空军，用以保护我国的领土和渔民。但是，8亿。。。。太少了

Budget 2017: Armed Forces’ capabilities enhanced to maintain country’s security

KUALA LUMPUR, Oct 21 ― The government has not compromised on national security as a considerable amount was allocated for the Malaysian Armed Forces in Budget 2017 tabled in the Dewan Rakyat today.        Malaysian Armed Forces (ATM) chief Gen Tan Sri Zulkifeli Md Zin said the allocation of RM15.1 billion to the Ministry of Defence would help enhance ATM's capabilities to maintain the security and sovereignty of the country, including the waters off the Eastern Sabah Security Zone (ESSZone).
        According to Zulkifeli, the allocation of RM1.8 billion to ATM to maintain assets such as aircraft, communications equipment and weapons was timely.
        “On behalf of ATM, I would like to express appreciation to the government, for even during these uncertain economic times, the budget announcement is considered to be quite substantial,” he said when contacted by Bernama here, today.
        He said ATM would now plan asset purchases by thinking outside the box, based on its strategic development plan.
        “I am confident that through this (Budget) announcement, the level of preparedness of the ATM can be enhanced to ensure security of the country,” he said.
        Commenting on the prime minister's announcement that the government would establish a helicopter forward operating base in the waters off the East Coast of Sabah, Zulkifeli said it was duly required.
        “In addition, we welcome the announcement by the government to create another 'Sea Basing' or naval base at sea to ensure the level of security in the East Coast of Sabah is maintained,” he said.
        Meanwhile, Navy chief Tan Sri Ahmad Kamarulzaman Ahmad Badaruddin said the emphasis on issues such as welfare of personnel and their family members, preparedness of assets, ATM's contribution to society and the main areas of operation were proof of the government's seriousness with regard to national security.
        “This call for transformation has been adapted by the Navy through the Fleet Transformation Plan '15 to 5' which has been presented to the government to strengthen its naval fleet with assets more in line with current maritime security challenges,” he said.
        Meanwhile, Lembaga Tabung Angkatan Tentera (LTAT) chief executive Tan Sri Lodin Wok Kamaruddin in a statement said they were heartened to learn that the government would be providing a Special Insurgency Incentive Payment to Armed Forces veterans.
        Lodin said a RM55 million allocation to those who had lost their abilities during their service, was in addition to the Disability Pension.
        “The government has once again announced a fiscally responsible Budget that prioritises the welfare of the rakyat. It is a reflection that the Government is serious and committed about building a better Malaysia for the future of all Malaysians,” he said. ― Bernama
