WASHINGTON (Reuters) - The United States said on Saturday it had expressed serious concerns to Turkey over its decision to co-produce a long-range air and missile defense system with a Chinese firm under U.S. sanctions.

Turkey, a member of the NATO military alliance, announced this week that it had chosen the FD-2000 missile defense system from China Precision Machinery Import and Export Corp, or CPMIEC, over rival systems from Russian, U.S. and European firms.
CPMIEC is under U.S. sanctions for violations of the Iran, North Korea and Syria Nonproliferation Act.

"We have conveyed our serious concerns about the Turkish government's contract discussions with a U.S.-sanctioned company for a missile defense system that will not be inter-operable with NATO systems or collective defense capabilities," a State Department spokeswoman said.
"Our discussions on this issue will continue."
Some Western defense analysts have said they were surprised by Turkey's decision, having expected the contract to go to Raytheon Co, a U.S. company that builds the Patriot missile, or the Franco/Italian Eurosam SAMP/T.

The United States, Germany and the Netherlands each sent two Patriot batteries and up to 400 soldiers to operate them to southeastern Turkey early this year after Ankara asked NATO for help with air defenses against possible missile attack from Syria.
Turkey has long been the United States' closest ally in the Middle Eastern region, bordering on the Soviet Union during the Cold War. The U.S. military exercised great influence over a Turkish military that had a strong hand in Turkey's politics.

If the Turks are planning to integrate that missile on a US made platform, they'll need the source codes for the software. That will be difficult to obtain, both from a technical and contractual standpoint.

It's understandable; while the US industrial base is shrinking, the Chinese industrial base is growing. Everything we use is made in China; nothing is made in the US; simply take a look at your bikes, watches, cameras, Iphone, Ipads, laptops, foods. We mostly produce in abundance bankers, brokers, lawyers, MBA's. We import scientists, engineers,mathematicians, MD's.

Why doubt? You expect Turkey to buy a missile system which Greece already has of S-300 and Patriot system?
As for Aster 30 , I guess it just too expensive and not much better or even inferior compare to HQ-9.

Well, Turkey still buys F-16 even though Greece uses F-16, too. However, Russia's close ties with Greece does not help it win the Turkish bid.
My speculation is that favorable terms on technology transfer and price are the biggest factor in FD-2000 winning the bid. Turkey has strong aspiration for developing an independent arms industry with as little foreign constraints as possible. Any tech transfer from US and America would likely be limited and comes with a number of restrictions attached.
Nevertheless, this news represents a tremendous victory for Chinese arms industry. For China to win a major missile bid against US and European competitors in a NATO country is not an easy task by any means. It has to shows that FD-2000 is at least comparable to PAC-3 and S400. Even if the deal ultimately still fall through in the end (I give it 40% chance of success), it will still boost sales prospect to other potential foreign buyers.

errr..... Turkey is NATO member like Greece. Any western equipment Greece buys (example F-16, C-130 etc), are available for Turkey and vice-verse. S-300 the Greek Cypriots got were S-300 PMU1 but what Russia offered Turkey was the S-400 which is the most advanced version cleared for export.
This probably has to do with price and offsets, and for China its a massive breakthrough no doubt, but I wouldn't be surprised if the US gate crashed the party.

希腊也曾买过俄国的S300美国也默认了，土耳其这次无论如何也会顶住山姆大叔的压力，否则就会被希腊人嘲笑了
