防长： 胥视实际需求 添购战机仍无定案

  日前有不负责任兼不实的传言指某款战机10拿9稳，国防部长现在出来澄清了！事实是还没有任何决定！
不过以法国减买印度不签的情况来看，买某款战机的风险极大，很难成事！

（居銮8日讯）国防部长希山慕丁提及国防部即将添购战斗机的问题表示，该部是以国家安全和需要，以及军队人数为标准添购战斗机，但该部至今尚未做最后决定。

他指出，无论是法国的“阵风”战斗机（Rafale）、英国“台风”战机（Typhoon）或其他的战斗机种类，都是涉及巨额款项的交易，必须以实际需求，分阶段选购。

SHAH ALAM: Defence Minister Datuk Seri Hishammuddin Hussein last week seemed to confirm that the MRCA project – a non-starter – almost four years ago – will go into hibernation as the economy is going south.




It was not a clear cut thing though as Hishammuddin – as reported by the NST – seemed to have forgotten that the MRCA programme had fueled the last two LIMAs. I have not gotten confirmation of what transpired during the press conference but I hope to get a full confirmation of the “real messsage” within the next few days.




However, I had on many occasions posted that it was unlikely that the MRCA programme will get the nod this year. Even 2014 looked a long shot but 2015/2016 seemed more likely barring further economic shocks.




Anyhow, this post was initiated by reports that Boeing intend to tie-up with Saab to offer the Gripen NG – the F version – for the USAF Future Trainer TX- requirement. The TX programme is aimed to acquire 350 trainers to replace the Grumman T-38 Talon, which was developed into the much exported F-5, of which E and R versions still in service with the RMAF.

“Until now, Boeing had stated its intention to offer an all-new aircraft. However, a link with Saab became a possibility when the Swedish government launched development of the new JAS 39E version at the beginning of this year. Although the Swedish plan is formally contingent on Switzerland confirming its order for the fighter (in a referendum that is expected early next year), the Swiss deal has continued to pass milestones on the way to that decision. The JAS 39E is due to enter service in 2018.




Sweden and Switzerland both plan to order only JAS 39E single-seaters, but the two-seat 39F is a straightforward development.




The JAS 39F is fractionally larger and more powerful than the T-50, but also is more modern, with a wide-screen cockpit like that of the F-35 and a fully integrated helmet-mounted display. It is expected to cost less to acquire than the previous C/D variant and has been designed for easy maintenance and low operating costs. Swiss air force leaders say that its cost per flight hour is expected to be half that of the Typhoon and Rafale, its competitor for the Swiss order.




While no formal T-X requirement has been issued, Saab and Boeing’s action indicates that they believe any requirement under which the T-50 qualifies also could be met by the Gripen.




One industry source notes that a T-X Gripen also would be suitable for aggressor training, or as a companion trainer for F-22s and F-35s — which, unlike earlier USAF fighters, are not being acquired in two-seat versions. (The USAF has added T-38s to F-22 units in that role.) Beyond that, a source close to USAF leadership notes that “it is not a long step to an affordable air defense fighter to replace (Air National) Guard F-15/F-16 units.”
Boeing issued a statement that neither confirmed nor denied the existence of the Saab deal.”




With the TX timeline two years ahead and a Boeing Gripen remained a possibility, any delays to the MRCA programme may well be a blessing in disguise for Saab. Even if not selected for the TX programme, the experience it gained will certainly put the Gripen in a good stead for a renewed push for the MRCA project.




It must be said however it will be easier to procure the Gripen from Sweden instead of going the hoopla of FMS for the Boeing-built version.

President Barack Obama has scrapped a visit to Malaysia due to the US government shutdown, Prime Minister Najib Razak said today, raising questions over the US leader's attendance at two regional summits.

Obama was to deliver an address in Malaysia on October 11 as part of a four-country swing through Southeast Asia including international summits in Indonesia and Brunei.

But he will now be replaced by US Secretary of State John Kerry, Najib's office said.

It was not immediately clear whether the budget crisis in Washington would cause the US president to also skip the long-planned annual summit meetings.

During those gatherings, Obama is expected to push for final agreement on an Asia-Pacific trade agreement while underscoring his administration's much-touted renewed economic and security focus on Asia.

A spokeswoman in Najib's office confirmed Malaysian media reports that quoted the premier announcing Obama's visit was off.

"Obama expressed his disappointment that he was unable to visit Malaysia as scheduled," Najib was quoted as saying by the Malaysian Insider news website.

"However, the Secretary of State John Kerry will come... as Obama's representative."

The spokeswoman said Kerry would step in for Obama for his planned speech at an entrepreneurs summit in Kuala Lumpur on October 11.

She declined further comment.

The US president was to attend back-to-back summits of the Asia-Pacific Economic Cooperation (APEC) bloc on the Indonesian island of Bali on October 7-8, and an East Asia summit in Brunei on October 9-10.

An APEC spokesman declined comment when asked to confirm Obama's attendance and Brunei government officials could not immediately be reached.

The Philippine government did not confirm whether a planned stop by Obama in Manila would be affected.

"As of yesterday, the trip was still proceeding and pushing through. But given the situation (in the United States) we would certainly understand if they had to cancel," Philippine presidential spokesman Ricky Carandang told AFP.

  马军方欲采购 F-18该也泡汤了吧？

Obama要留在美国解决目前面对预算案没有通过导致政府关闭的问题 ....
可大可小， 纷纷钟没有的出薪金了 .....
之前1个星期Boeing的人已经来了谈F18了 .... 所以Obama有没有来和买F18关系不大， 加上新战机还没有开标... 所以即使Obama来也不会买咯

奥巴马来不来都无关痛痒，我最兴趣知道...这次在汶莱举行的东盟峰会；会不会再像上届在金边那样....麦克风突然失灵？东盟43年以来第一次没有联合公报？南海各方行为守则 COC 再度胎死腹中？

印尼现在表面中立，实际上亲中。
要不然上次菲国就不会被劝退。
苏凯，F-18跟阵风很紧张推销，台风和鹰狮虽然恨卖但却一副胸有成竹的样子一点不紧张。

马来西亚不也亲中；为讨好中国既然不签署TPP协议，此次奥巴马取消访马；尚不知是否与此事有关。
倘若奥巴马此次赴巴厘岛参加APEX会议；以及到汶莱出席东盟峰会；路过马国门口而不入；这就显示奥巴马对马来西亚十分不满。

美国曾答应马来西亚将舊的12架 F-18战机进行提升；却拒绝售卖新一代的F-18战机给马来西亚；此事对国阵政府一直耿耿于怀，首相那吉或会趁奥巴马来访时进行游说；希望美国改变初衷。
但事与愿违..奥巴马突然取消来访...看来添购 F-18新战机一事；也随着奥巴马取消来访而泡汤了。
目前马来西亚购买中国战机这可能性不大.....台风...阵风...苏凯战机还有一线生机。

我当知道我军军方不喜欢JF-1, 但是中国方面未必肯卖跟鹰狮同级的J-10B AESA.
但是，希望有奇迹出现。
