IT Maintenance Contract RM60K/Year

We have a SMS system in Thailand, we call it Thialand Connectors. The connectors are basically web application written in Java + MySQL which connects to Thailand Telecommunication Operators (Telco)
There are currently total 5 connectors which are connecting to 3 Telcos i.e. AIS, Truemove and DTAC.
These connectors were previously designed by our ex-staff. After resignation of the ex-staff, they are currenlty outsourced to a company.

However, the company doesn't support our system up to what we have expected such that the system constantly down, slow in performance, etc.
Also, the systems reside on one single Linux server located in Thailand which we think we will be in trouble if there's any hardware failure at the server.

We are looking for outsource partner who can support our system and business.
The jobscope includes,
1) Maintain the codes and change them if there's any changes in Telco API
2) Setup a duplicated server and duplicate a set of system and databse to the server
3) Setup necessary scripts to maintain the database, log files, etc. to ensure the performance of the system
4) Monitor and ensure the system is running
5) Ensure and fine-tune the system so as to support 800K transactions for each connector
6) Maintain and fine-tune TomCat6
7) Maintain server in healthy condition, include harddisk maintenance
8) Schedule the maintenance plan for database, tomcat6
9) Synchronise the codes to our version control system (SVN)
10) Maintain documentation of the system and provide training to us if necessary

The candidate can work at home/his own office however s/he must attend our call anytime if anything goes wrong (including holidays).
The candidate is expected to be very busy if there're any system problem. Nevertheless, the rest of the time s/he will be very free.
The maintenance contract is yearly basis and will be renewed every year.
