[翻譯]馬來西亞國防部極有可能在未來數月內購買預警機

Industry insiders are saying that the Government is more likely to fund the purchase of AEW aircraft within the next few months or so. The reason for the selection of the AEW ahead of the MRCA, I am told is simply, money or the lack of it.

據國防業界人士透露，馬來西亞政府很有可能在未來幾個月內購買預警機。我被告知政府寧願擱置購買MRCA （多種任務戰機）而預先獲得預警機的計劃是只是因為錢在作怪--有或沒有的問題。

A deal to buy at least three Saab 340 AEW is around RM1 billion (together with the support and training packages) while another two or so 340 in the MPA guise would cost another RM70 million each (read here). The decision to get the 340 AEW has been made sometime back I am told but as usual we procrastinated.

購買三架 SAAB 340 型預警機的價格約為馬幣十億元 （包括技術支援和訓練在內）， 如果要追加海軍巡邏型的，就要每架再砸多馬幣七千萬元。 因為我們的國防部已經講了很久關於購買該款預警機的課題，所以通常我們不覺得有什麽特別之處。

With the current economic crisis and Spratly crisis in mind, spending around RM1.2 billion for a capability we do not have at the moment sounds reasonable. Yes I have written before that a 737 AEW would be cheaper to maintain but the cost of a single plane (around RM500 million with the radar) would bust our budget.

以我們國家目前的經濟狀況和南沙群島危機來看， 爲了讓我們的軍隊提升到新的領域而花費整馬幣十二億元顯得無可厚非。是的，我曾經講過波音737AEW的維修保養更廉宜，可是單架就要馬幣五億（含雷達在內）。這將會讓我國破產。

It is likely that the signing ceremony will be at next year’s Lima, if everything goes well of course.

一切沒問題的話，國防部極有可能在明年的LIMA簽約。


What about MRCA then? I believe the RMAF has already made up its mind and the candidate is already known to the powers-that-be. However, as there is not enough funds to pay for both purchases (unless they are going for the Gripen NG), it is likely the signing will only be done after 2015.

那麼MRCA計劃怎麼了呢？ 我相信空軍已經做出了決定。而領導人也已經被照會了。可是我國暫時不能預警機和戰鬥機兩樣同時買（除非他們買GRIPEN NG），MRCA的簽約儀式可能要拖到2015年。

note:
I forgotten to add earlier that the Embraer ERJ145 Erieye had been selected for AEW requirement during 2005-2008 period but it was cancelled following the 2008 economic crisis. I was told later that the order was cancelled as the local agents had a falling out with the powers that be. This time around Saab is working with DRB-Hicom, so chances are high that they won’t be left standing at the altar again.
One of the former PAT had told me during that time that the air force preferred a jet compared to a turbo-prop mostly due to higher transit speed.

我忘了在2005-2008年時，我國國防部的確選擇了巴西的EMBRAER ERJ145 ERIEYE，不過由於2008年全球金融危機的時候，計劃被取消了。 同時我又被告知真正的原因是本地的業務員和政府買家談不攏。這次SAAB學乖了，和DRB-HICOM合作，所以不會再像上次那樣被擠去靠邊站。一個前PAT成員告訴我國防部比較喜歡噴射機種甚於螺旋槳型的，因為速度比較快。

TUDM tidak terima kelulusan beli AEW&C
KUALA LUMPUR - Tentera Udara Diraja Malaysia (TUDM) berminat untuk memiliki Pesawat Kawalan dan Amaran Awal (AE&C) tetapi tidak mendapat peruntukan kerajaan, kata Panglima TUDM, Jen. Tan Sri Rodzali Daud.

Katanya, hasrat TUDM untuk memperoleh pesawat AEW&C bernilai bilion ringgit itu telah dibentangkan dalam Rancangan Malaysia Ketujuh (RMK-7) namun tidak diluluskan oleh kerajaan.

Katanya, mereka masih memerlukan pesawat AEW&C untuk memenuhi jurang keupayaan walaupun pesawat TUDM sekarang dilengkapi ciri-ciri persenjataan, sensor serta sistem kawal dan perintah.

"Hasrat TUDM ini tidak ada kena mengena dengan negara lain, apa yang penting adalah untuk negara kita dilengkapi dengan aset pertahanan," katanya selepas merasmikan Amal Shoppe Bakat (Badan Amal, Kebajikan Angkatan Tentera Udara) di Kem TUDM Sungai Besi di sini semalam.
