1. 惊喜の目的 （for 生日？求婚？周年纪念？新婚？等等等等.....）
2. 惊喜の内容 （有什么source, 如相片、音乐或钟爱的歌、文字、朋友的祝福等等...）
3. 惊喜の效应 （预期想得到什么，related to 目的） |

hmm, if for me la...
i will use some simple tool and which can easier for me to show the meaningful for her, like:
1. try to find out all you & her photos (those day u & her sweet sweet photos)
2. then, mayB you can make some surprise to her, like SECRETLY do video capture with interview her parent / siblings / relative / ex-school mates / colleague / friends, etc etc... about you & her bla bla bla....
3. then, use some beautiful font type and express your 告白词 or story about u& her, then animated displayed upon to the photos (in animated slide show)
To compile all the above (photo slides, text, music and video clips), I will suggest you to use the simple and easier tools, Windows Movie Maker (the latest version is Windows Live 2011 version). It's quite completed and powerful tools to build the video in animated style. Just need your ideas, creativity and "heart", to touch her. 
p/s: for video clips / animation / flash = simple & short movie or flash is the BEST, dun too over show those fancy fancy animation or too many photos, coz ur objective is to "shoot ur mean directly to her heart", rite? agree ?
