特殊字符的问题

为什么我不能在网页里显示ḳ (latin small character k with dot below)这个字符？
但ĕ，î 就可以。
这些data是从mysql database retrieve出来的。
我用的是asp.

如果特殊字符在last character，不能display properly。
如果特殊字符in-between character，能display properly。
babaḳ --> baba��? (incorrect)
bĕr-b --> bĕr-b (correct)
为什么会这样？
有人能够尝试看看吗？
