Mr Cai added that the girl appeared to have injured her right leg.
When her grandmother saw her on the floor, she broke down and wanted to hug her.
However, she was stopped by residents, afraid that her action would hurt the girl, said Mr Cai.
The girl's mother, believed to be a primary-school teacher, also rushed to the scene shortly after, bursting into tears when she saw her.
Residents Shin Min spoke to said the child is adorable and lively.
They hope she will recover, with some saying they will pray for her.
The Singapore Civil Defence Force said a girl was taken unconscious to Tan Tock Seng Hospital.
It is understood that she was still in intensive care on Wednesday night.

Shin Min visited the flat on Wednesday and found that the girl's home did not have grilles fitted on its windows, which were open.
