关于visa card 的 currency rate

问一下大家， http://corporate.visa.com/pd/consumer_services/consumer_ex_rates.jsp 这个计算exchange rate 的网站， 有一段话不是很明白：

Enter Bank Fee (0 - 5%):

Your bank may or may not assess foreign transaction fees on
crossborder transactions.

请问这个是什么来的？ 我要如何查出我的卡 是多少%的？

那个应该是 bank foreign transaction fee 来的。
应该拨电银行问最新的rate›
另外还有 administrative cost 。

我刚打过去， 问他们有没有 extra charge， 他们说没有哦， 叫我去visa的网站查exchange rate。 我怕等一下用了才来charge 我。

通常是有没有extra charge 的？ 我都没有用过咧。

哎呀， 我刚才没说清楚， 我不是指atm提款， 如果是刷卡呢？ visa debit 的卡， 其实我的是dbs 的卡。 http://trial.w-sn.dbs.com/sg/personal/cards/debit-card/visa/default.aspx 看了这个， 也不是很明白。

我放的link是刷卡的没错。
