The government effort to reduce the contraction of HIV among drug users and sexual workers through the distribution of free syringes and condoms has not been successful.Many have the perception that the policy seems to "legalized" drug addiction and free sex.Discuss critically whether you agree with the policy or whether in your opinion there are others more effectives measures to overcome this worldwide issues.






我个人是disagree那个policy啦。Free syringes and condoms is not helping actually.所以，觉得像诊所、pharmacies等等的可以一起involved in preventing HIV.可是我不晓得该如何加以解释。希望各位能给点意见。谢谢

以下是我个人意见

First discuss the reason for policy failure. Is this due to policy or other reason that caused the failure. Are other countries with same policy also met the same failure?  If no, then analyse why some countries success but other fail.

Then, discuss whether the policy should be abandoned? Is the policy has chances to success if compliment with other actions? What is the action or new policy you suggested?

Final, briefly discuss solution you think will be workable based on previous part.

(For all policy or action you discussed, try to find some hard figure on success or failure if that policy or action have been implemented in other countries)
