Circuit design的IC ground?

我發覺到有些CIRCUIT DESIGN﹐IC的GROUND PIN是INPUT的NEUTRAL(IC GROUND 與NEUTRAL 是SHORT 的)。
這些DESIGN有甚麼好處與壞處?

楼主所指的NEUTRAL是GROUND吗???

有一些Switch Mode power supply， 会把 DC Ground 和 AC240 的neutral 用Cap bridge 起来 （Y capacitor）， 目的是好像是减少EMI， 但我不确定。
